The beneficiary shall submit to the Registering Authority concerned every year pay slip or copy of nominal muster roll as proof of employment in building or other construction works for a minimum period of ninety days in the preceding twelve months and an Employment Certificate in Forms V(A) or V(B) or V(C) or V(D) to comply with Section 14 of the Act.

Rule 39: Pension scheme, eligibility, procedure and sanction of pension etc -
1. Every registered building or other construction worker beneficiary,
who has completed sixty years of age and
A registered construction worker must have continued as a beneficiary of the Board for at least 03 years before the age of 60.
2. Every registered building and other construction worker eligible for pension should submit an application through Seva Sindhu software. 3. The registered building and other construction worker shall surrender his beneficiary Identity Card with the application. 4. The board after verifying the application, shall send to the registered building and other construction worker, the pension sanction order along with the pension Identity card having electronically generated unique pension payment Order No. 5. If the Board after considering the application comes to the conclusion that the applicant is not eligible for pension, such application shall be rejected after providing an opportunity of being heard, to the applicant. 6. The legal dependents or heirs shall inform the Board about the death of the pensioner along with the death certificate in order to close the bank account. 7. The amount of pension shall not exceed a sum of Rs. 3000/- per month(Govt of Karnataka Notification No. LD 458 LET 2021 Bangalore Dated: 08-08-2022.) and the beneficiary shall not avail similar benefit under any of the Government schemes. 8. The beneficiary shall submit the Living Certificate Form XII-A to the sanctioning authority for each year.

Family Pension
39A, family Pension, eligibility, procedures and sanction.-
(1)The spouse of the deceased registered building and other construction worker drawing pension under Rule 39 is eligible for Family Pension. (2)The spouse of the deceased registered building and other construction worker who is eligible for Family Pension under Sub Rule (1) above, shall submit his application In Form XIIB to the Board. (3)Every application under sub-rule (2) shall be accompanied by the following documents namely.
a)Death Certificate of the deceased registered worker who drawing pension b)Document from Revenue Department to support that the applicant Is the spouse of the deceased registered worker drawing pension c)Copy of Bank Pass Book of the applicant d)One Passport Size Photo
(4)If the Board after verifying the application is satisfied that the applicant is eligible for the claim shall be sent to the spouse of the registered building or other construction worker, the Family Pension Order along with the electronically generated Pension Identity card with a Unique Pension Order number. (5)The amount of Family Pension shall not exceed fifty percent of the pension amount per mensem, earlier drawn by the registered building other construction worker and this shall be credited to the Bank Account of the applicant, (6)If the Board after examining the application finds that the applicant Is not eligible for the claim, such application shall be rejected only after giving an opportunity of being heard to the applicant
(7)In case of death, the legal departments or heir of the family pensioner shall inform the Board about the death along with the death certificate of the family pensioner. (8)The family pensioner shall provide to the Board a ‘Living Certificate' of the beneficiary In Form XIIA once a year through the Manager of the Bank where the Family Pension amount is deposited or through Revenue Department officials. (9)The family pension sanctioning authority shall maintain a register In Form XIII.
Accident Benefits
Rule 47: Accident Benefits-
A.Accident means an event which is sudden without any criminal intent and unforeseen resulting in Death or incapacitation permanent, Total or partial disablement.
Eligibility
Every registered construction worker who meets with an accident during the course of employment shall be compensated by the employer under the provisions of the Employee’s Compensation Act, 1923. along with a compenstion of Rs. 2 lakh from the Board, If the accident occurs outside the course of his or her employment, assistance under this Rule shall be given by the Board excluding the following cases
Natural Death
payment of compensation in Respect of Death or injury as a consequence of resulting from-
a) Committing or attempting suicide, Intentional self-injury;
b) whilst under the influence of intoxicating liquor or drugs;
c) Committing any breach of law with criminal intent;
d) Pregnancy during child birth, miscarriage, abortion or complication araising there from;
e) curative treatments or interventions;
f) venereal or sexually transmitted diseases;
g) HIV or related illness;
h) Any attempted crime on the body
3. Claim
• Every registered construction worker [or his first living nominee] who is eligible for accident benefit under sub-rule (2) shall apply to the Board in [Form XXI enclosing a medical disability certificate issued by the doctor of the Government hospital or of the recognized hospital who has treated the applicant showing clearly the percentage of permanent disablement (incapacitation) and permanent partial disablement suffered by the applicant due to the accident occurred to him and also his age at the time of accident]; Provided that a construction worker, who is eligible for accident benefit under sub-rule (1) and (2) should produce to the Board, a certificate [in Form XXI-A] by his Employer in proof of accident occurred to him [or F.I.R. and post-mortem report]. • [The Secretary or any other office authorized in this behalf by the Board] shall examine every application for accident benefit in accordance with the provisions and may accept or reject the claim. Provided that [the Secretary or any other officer authorized on this behalf of the Board] shall, before rejecting a claim for accident benefit, give the applicant a reasonable opportunity of making the representation.
4.The Secretary or any other authorised in this behalf may grant 50% in Fixed Deposit in a National Bank and 50% through account payee cheque or DBT, a sum of Rs.5 Lakh (Rupees Five Lakh Only) for the diseased beneficiary or first living nominee in case of death, Rs.2 Lakh (Rupees Two Lakh only) for permanent total disablement and Rs.1 Lakh (Rupees One Lakh Only) in case of permamemt partial disablement in proportion to the percentage of disablement, as defined in the Employee’s Compensation Act, 1923.
• The dependents of registered building or other construction worker sanction a compensation of Rs.2 lakhs in case of accident occurring during the couse of employment resulting in death of the registered building or other construction worker, and • The registered building or other construction worker who is grievously injured due to accident occurring during the course of employment sanction a compensetion of up to Rs.2 lakhs

Medical Assistance(Karmika Arogya Bhagya)
Rule 46: The Secretary or any other officer authorized in this behalf by the Board may sanction financial assistance to a registered construction worker and their dependents hospitalised in a Government hospital or a private hospital included in Schedule I of the Karnataka Government Servant’s (Medical Attendance) Rules,1963 or a hospital recognised under any insurance Scheme of the State Government. The assistance shall be towards hospitalisation for minimum 48 Hours continuously. The financial assistance shall be Rs 300/- per day of the hospitalisation to the maximum of Rs 20,000/-(Govt of Karnataka Notification No. LD 458 LET 2021 Bangalore Dated: 08-08-2022) for a continuous period of Hospitalization subject to actuals.

Thayi Magu Sahaya Hastha
Rule 43-A Assistance for pre-school Education & Nutritional support of the child of the registered women construction worker - Thayi Magu Sahaya Hastha
1. A registered woman construction worker who has delivered a child is eligible to avail this assistance for a period of 3 years from the date of delivery as pre-school education & Nutritional Support of the child 2. An amount of rupee 6000/- (at the rate of 500 hundred per month) shall be sanctioned to the registered woman construction worker 3. This facility shall be availed by the registered woman construction worker twice (for the birth of first two children only)
4. Every registered woman construction worker are eligible for Thayi Magu Sahaya Hastha scheme submit through Board software.

Maternity Benefit
Rule 43: Assistance for delivery of child by a registered women construction worker
1. The Secretary or any other officer authorized in the behalf by the Board, shall on an application from a registered woman construction worker sanction Rs.50,000/-[for a Male/Female child], only for first two deliveries, on her producing proof of delivery of a child to her. 2. The Amount shall be sanctioned, only if the conditions are fulfilled namely.
• The registered woman construction worker can get this assistance only twice [and that the second claim application shall be accompanied by an affidavit stating that the claim is for second delivery].
The registered woman construction worker shall not be given this assistance if she already has two living children. • The certification of registration of birth obtained from the registrar of births and deaths or certificate of delivery in a government or private hospital in the state of Karnataka duly signed by the doctor concerned from the institution shall be produced along with the application

Marriage Assistance
Rule 49: Assistance for the marriage-
1. The Secretary or any other authorized in this behalf by the Board, shall on an application from a registered construction worker, sanction a sum of Rs.60,000/- (Rupees Fifty Thousand Only) as assistance to meet the marriage expenses of the worker or his/her two dependent children.
2. The amount shall be sanctioned only if the following conditions are fulfilled, namely:
A minimum of one year shall have lapsed from the date of registered of the applicant to the date of marriage of the applicant’s son or daughter for whose marriage the assistance is sought.
The family of a registered construction worker can avail this assistance only twice, However, there shall be only one claim in respect of a given marriage irrespective of the number of registered construction workers in the family.
The son or daughter of the registered construction worker, for whose marriage the assistance is sought, shall have attained the age prescribed by law for marriage.
The certificate of registration of marriage obtain from the registrar of marriage shall be produced along with the application.

Assistance For Major ailments
Rule 48: Assistance of medical expenses for treatment of major ailments of a registered construction worker [and his or her dependents(Karmika Chikitsa Bhagya)].
“Major ailments” means any heart operation, covid-19, Kidney transformation [ eye operation, treatment of paralysis, orthopedics operation, uterus operation, treatment of asthama disease, maternity miscarriage cases, treatment of gall bladder related ailments, removal of kidney stone, treatment of brain hemorrhage, treatment of ulcer, cancer [dialysis, kidney related surgery, ENT treatment and surgery, neurosurgery, vascular surgery, esophagus treatment and surgery, gastrointestinal surgery, breast-related treatment surgery, hernia surgery, appendicitis, surgery, treatment of fracture/dislocation, general surgery] or such other ailments as in the opinion of the Board be considered as major ailments and occupational diseases].
1. Accident means any bodily injury resulting in permanent disablement (incapacitation) [Permanent partial disablement as defined in the Employees’ Compensation Act, 1923] or death directly from accident arising out of and in the course of his employment [or and on the regular route from home to his workplace and from the workplace to his home, the beneficiary met with an accident resulting in his death],
2. "Eligibility" Every registered construction worker [and his or her dependents], who has major ailments specified in sub-rule (1) is eligible for medical expenses.
3. Claim
Every registered construction worker [or his/her dependent in case of death of registered construction worker during the course of treatment] who is eligible for assistance of medical expenses under sub-rule (1) shall apply to the Board in Form XXII: [Provided that a construction worker, who is eligible for assistance of medical expenses under sub-rule (1) shall produce to the Board a certificate in Form XXII-A by an Assistant Surgeon of a Government Hospital or the concerned Surgeon or Doctor who has treated the registered construction worker or Head of the Private Hospital specified in Schedule I of the Karnataka Government Servants’ (Medical Attendance) Rules, 1963 or the RSBY recognized hospitals.]
[The Secretary or any other officer authorized in this behalf by the Board] shall examine for medical expenses in accordance with the provisions of this rule and may accept of reject the claim. The decision of the Board shall be final: Provided that [the Secretary or any other officer authorised in this behalf by the Board] shall, before rejecting a claim for medical expenses, give the applicant a reasonable opportunity of making the representation.
4. Amount of assistance for medical expenses: [The Secretary or any other officer authorized in this behalf by the Board] shall grant an amount upto Rs. 2,00,000/- (Rupees Two Lakh only) subject to the rates prescribed under the Central Government Health Service (C.G.H.S) in case of every application or an estimate of treatment/operation provided the applicant fulfils all the conditions. This doesn’t bar the applicant from claiming medical expenses under any other statue.]

Education Assistance
Rule 45: Assistance for the education of the son or daughter of a registered construction worker.
Only two children of registered construction workers shall be given this assistance
An education assistance application must be submitted through the Seva Sindhu Portal
Educational assistance shall be available for the current enrolment and only for the students enrolled in regular courses in recognized institutions located physically in Karnataka Distance Education Courses, Home Study Courses, Online Courses, etc are not eligible to avail of these benefits.
Disability Pension
Rule 40: Disability Pension, procedure and sanction etc.
The Board or authorized officer may Sanction an amount of Rs. 2000/- (Govt of Karnataka Notification) per month as disability pension to a beneficiary, who is partially disabled due to any disease or accident at worksite and for an ex¬gratia payment of not more than Rs. 2,00,000/- (Rupees two lakhs only) depending upon the percentage of disability and subject to the following conditions, namely:-
The beneficiary cannot avail this assistance in case he has availed benefit under rule-47;
The beneficiary shall obtain an identity card issued by the Department for the empowerment of differently abled and senior citizens;
A Disability Pension application must be submitted through Seva Sindhu software
The Board or the Officer authorized after satisfying himself about the eligibility and other criteria shall sanction the disability pension and send to the registered beneficiary, the disability pension sanction order along with the disability pension Identity Card having unique (Electronically generated) DPPO (Disability Pension Payment Order) number.
The Board or the Officer authorized, shall decide, in case of the beneficiary, who is disabled due to any disease or accident at worksite, the quantum of ex-gratia based on the percentage of disability declared by the department for the empowerment of differently abled and senior citizens calculated according to the following formula;‑
Formula Rs. 2,00,000 (Max. Amt) X Percentage of disability as declared by the department for the empowerment of differently abled and senior citizens = Ex-gratia amount.
Disability Pension shall be paid through the Bank Account of the beneficiary or any other mode of transfer as may be determined by the Board.
The beneficiary shall submit the ‘Living Certificate’ in Form XIV (A) to the sanctioning authority for each year.
The Disability Pension granted shall be discontinued once the beneficiary attains the age of sixty years.
If it is found that the beneficiary is not eligible for Disability Pension, the application shall be rejected and the applicant be informed accordingly Provided that no such application shall be rejected unless the applicant has been given an opportunity of being heard.
In case of death of the Disability pensioner, either the bank or the legal dependant shall inform the Board or Officer authorized, about the death of the pensioner along with the death certificate in order to close the bank account.

Assistance to meet the Funeral Expenses and ex gratia
Rule 44: Assistance to meet the funeral expenses of a registered construction worker.
If registered construction worker dies, the Secretary, or any other officer authorized in this behalf by the Board, shall pay a sum of [Rs. 4,000(Rupees four thousand only)] to the nominee of the deceased registered construction worker to meet the funeral expenses of the deceased registered construction worker [and an ex gratia amount of [Rs. 71,000 (Rupees fifty thousand only)] shall also be paid to the nominee of the deceased registered construction worker to mitigate the financial hardship caused by the sudden demise.
The application for claiming the amount specified in sub-rule (1) shall be in Form XVIII and shall be accompanied by the death certificate of the deceased registered construction worker [The registration number of beneficiary for verification of validity and correctness by the Board] in case of non-availability of original identity card.

Rule 49-E Assistance of Concessional Bus Pass to registered construction workers in Bengaluru Metropolitan Transportation Corporation (BMTC) buses.
1.A registered construction worker who is a permanent resident of Bengaluru City (Bruhat Bengaluru Mahanagara Palike Limits) or the place from where he travels to Bengaluru is eligible to avail the benefit of BMTC Bus pass.
